A Study of Policy Priorities for the Promotion of Mental Health among People with Disabilities

Abstract
The purpose of the current study is to investigate and identify policy priorities for the improvement of mental health in people with disabilities who experience the psychological distresses due to their disabilities. For this, we analyzed previous literature and conducted Focus Group Interviews (FGI), Delphi Study, Analytic Hierarchy Process (AHP) with the participation of 20 experts. The Content Validity Ratios of each policy were examined through the Delphi Study and the policy priorities were analyzed through the AHP. As a result, the first 10 policies were the use of local Citizen Office, the improvement of status of workers at the mental health-related agencies, the expansion of budget for mental health-related agencies, the use of local disability welfare centers, the provision of information at the registration of disability, the use of independent living centers, the development of professionality for mental health counselors, the development of professionality of disability-related counselors, the use of mass media and public announcement, and the provision of information at the disability-related facilities. Finally, implications were proposed in order to improve the mental health of people with disabilities.
